Had a host down with the vCops server. It queue messaging?

We had to restart a crowd last night that had vcops on this subject. Is he queued emails he sent: I do not think that I should have gotten, but do not know. Or he picks up just where it would do when it comes back online.

If vC Ops doesn't, may not get new data to deal with, so there is no new e-mail to the queue.
