  Default LR stores all changes in the catalog file, not in the pictures. So if you have a backup of your original catalog you will need to copy on the newly rebuilt system and open it in LR.   You can try with below steps if you want:

  Folder Temp light 1).

  (2) close all running Applications.

  (3) close webistes all opened browser.

  (4)disable the firewall temporarily.

  (5) open only Adobe Web site as it is safe and secure site free of all kind of threats.

  (6) then try to download CS 6 Design Standard and check.

  Note: Though the firewall is disabled. do not open applications, files or even other Web sites.

  Or if you think it is still very slow and would not turn off the firewall , you can try with 3' rd party like download managers: IInternet Download Manager , which is more efficient than the browser built in downloader.
