  You can use the persistence feature in photoshop. The persistent aims to force it to not reload the HTML extension when it is closed or hidden. Photoshop has provided persistent since the version of 14.2.

  When you're done, shut down the laptop, unplug the AC adapter and then remove the battery.  Press and hold the Power button for 30 seconds.  Reinsert the battery and plug in the AC adapter.

  Allow Windows to fully - charge it will automatically load an audio driver, but let just this complete.  Then open your download folder, right-click on the IDT Installer and select "Run as Administrator" to launch the installation.  Once done, restart the laptop.

  See the blending mode in the Toolbar Options paint is set to Normal.  There is a parameter 'Behind' who will actually do what you describe.

  Also check your layers panel blend modes and settings for each layer.  Maybe not relevant in the present case, but recommended when the strange behavior happens in the layers.

I can't click on anything else on the screen, except this annoying swatch dialog box options.

  Currently, the project I was working on is at a standstill until I have found how to make this thing go away and let me use the eyedropper tool to change the color of something.
