  Hi Drake,

  Review the devices USB connected to your PC and make sure that there is not a USB 1.x device connected to the same USB HUB (front or rear).  USB 1.x devices will cause the USB HUB at the bottom shift to 1.x speeds.

  You have an old PC (2002), it is possible that your PC does not have a USB HUB 2.0.  In this case, you need to install a USB PCI adapter card.

  Looks like that the USB device that you will be truly recognized by the computer as a COM port. It could come with drivers. If that were the case you want to make sure that the accessory is properly recognized as a USB port.  You can check this by opening the Device Manager and developing group 'Ports '. Ensure that it is not an exclamation mark next to it. If there is, you may need to reinstall the driver.

  If there is no exclamation mark then don't double-click the icon for the port to open. Go to th e 'Port Settings' tab and click on "Advanced". You will see a drop down menu that you can modify to change the allocation of port for the USB adapter.
