How can I ACTIVATE previously DISABLED startup options in Windows 7?

All options in the sequence to start my computer Windows 7 are in square brackets and the handicapped. I probably caused this somehow during the upgrade of Windows 10.  When I turn on the computer, the Dell login screen appears briefly and the screen goes black.  Using F12 I can see the boot sequence, but may not know how to change any element from disabled to enabled.  As the DVD option is disabled, I can't use system restore/repair disk.  A previous response to my post to a MS support engineer explained how to change the boot sequence - which I get - but not how to activate the option to boot from the DVD.  Deactivation is ez pz - enabling, not so much.

The Menu of Boot Sequence has nothing to do with Windows, so even if you were able to use your DVD drive, the Dell repair/restore DVD system would not help.

The F12 key opens just a temporary boot menu.  What you need to do is to use the F2 key to access the real BIOS configuration utility.

At least this is my understanding of the functioning of some Dell BIOS.  If the above does not help, I suggest ask you in a Dell forum and be sure to include the specific model of your Dell computer-->
