How can I clean my catalog of unnecessary or deleted files?
I have 14 of PSE, my catalogue contains lots of files moved or deleted, as well as certain types of files not supported or unnecessary. My question is, how do I clean this up in my catalog? I am planing to move my catalog a "personal cloud drive" or drive NAS on my home network so as to free up much needed space on my C drive.

Your project requires you to move the library and catalog safely, which suggests a backup full anyway.
It is just the first step of the recommended way to move them to a new computer.

You perform the full backup that stores all the necessary elements to restore on another computer, another drive or another master folder while keeping the links in the database catalog properly with the new destination. Let's say that you do this on an external disk or in a folder on your home network. The backup folder will be used to 'restore' on the "custom location" in the new destination folder/drive.
The backup process restores your library (image folder tree) and your catalog to the new destination folder, the USB key suggested.
When it is connected to one of your computers, you can open the organizer with the catalog by double clicking on the database, the file "catalog.pse14db" in the catalog folder.
Ditto for the second computer. Remember that the Flash DRIVE has the same drive letter in both computers.
If you have more than two computers (then you need more licenses...), this is the same process of restoring your backup catalog.
What has been published on the last connected drive is ready and available in the next connected to the computer.
Notes on the catalog files:
-you will find their location in the menu help > system information
-by default, they are in a folder 'hidden' in the Solution Explorer, you may need to set to show files and folders hidden in Windows.
-Content (links) in the catalog is not changed if you move the entire folder elsewhere but if you move your image files outside of the Organizer, the links are not updated either...
-Catalog Manager allows you to move a folder from catalog back to the default location, but if you want to move it to default to a custom location, get you Explorer.
If you just want to move your library or part of it to a new drive, you can do so from the organizer of slip and fall in the folder tree in the left panel of records. Catalogs remains in default location.

The safest way is to use your drive recovery or Windows XP disk at startup, delete the partitions and clean install.

Not to be too critical, but it really looks like you need a new 'computer' man as it is inexcusable to erase data files when you install a new operating system, especially if it does not create a backup disk or files. Having to reinstall programs is normal, but the data must never be lost.You apparently have different issues that might be related to malicious software and drivers a bad or hardware problems for your computer. I recommend that you take a small reputation of the computer "mom & pop" type computer store to have your repairs. Big box stores, such as Staples, Best Buy, etc. are NOT reputable in computer repair. Take installation discs you have for the computer, and a good description of what is happening. -

If it is on the same computer, you should be able to connect to allow Lightroom to know you now use your new monthly plan, the catalog file should be automatically usable with no addition step.

How can I synchronize my catalog and photos created on my PC with my new MacBook Pro? I can't find a tutorial on how to do it. I have the CC of photographers and Lightroom loaded on my MacBook.
The easiest way to configure things so that you can use the same catalog on both systems is to put the catalog and the files of photos on a single external drive, which then you exchange between systems as needed. If you configure things properly, you can even avoid having to "link" the picture whenever you pass. You do only through pictures stored in the same folder as the catalog and at the same level, for example say you have "yourname Catalog.lrcat" located at the root of a folder called "Lightroom Sync", then you would need to have all your photos in the same folder "Lightroom Sync", once again to the root, so that the photos to sit at the same level as the catalog (paste all files under a single parent at the level folder of) catalog is easier). Installation like this, Lightroom can use the relative path of the catalog of photos and avoid any need to worry about the convention of naming/lettering of the operating system. Obviously, the hard drive must be formatted such as Windows and OSX have permissions of read/write on the disc, for example FAT32.
There are other more complex methods, (for example using something like Dropbox), but the method 'all on one disc"is by far the simplest (and probably).
