  I am a newbie to OME and I just tried to update some R730XD to the new BIOS v2.0.2 and iDRAC 2.3 but when OME (or Manager repository) connects to the online catalogue it does not show these new versions available.

  If I look at the FTP location manually it shows the current modification date on the catalog.cab as being March 16 (ftp.dell.com/.../Catalog.cab).

  Am I pointing to wrong catalog file or does it normally have a few weeks to get updated with the latest firmware files?

  The catalog is updated twice per month, the first and the second Friday of the month, so it may happen that downloads are already available via dell.com support but not yet in the catalog.

  Your option is to buy a Windows 10 compatible graphics card, only very rarely a graphic map of the era XP would be appropriate/compatible with Windows 10.
