How impact SCOM and SCCM MSDN licenses?

I was wondering if anyone can point me to a white paper or answer the following scenario:

I have two data centers, with production servers in DC1 and non-produits and DR in DC2.  It is primarily a virtual landscape, if all purchased licenses is based on the host.

I am evaluating the use of MSDN to treat my UN-produced landscape and I have a question around SCCM and SCOM.  I currently have a configuration with all servers enviornment (prod and UN-made) managed from one set of each service (SCCM and SCOM).

If I were to apply MSDN license to my UN-produced landscape, would I need to get up a separate SCOM and SCCM to manage my no prod, or can I use my existing servers of SCOM and SCCM and continue to manage the two?

If I can't use my current instance of SCOM and SCCM, and I have to raise a separate defined to manage the UN-produced landscape.  I can have them managed by the same management as the current management systems interface?  Or do need to be completely separated?

From a cost perspective, I see these scenarios, which one is right? :

Assume the cost of Windows Server Datacenter CIS = $15,000 per host server and CIS = $5,000 per host server.

1 costs avoided $ 15,000 per WIndows Server Datacenter CIS - using the model where the current prod SCOM and SCCM systems can continue to manage the landscape non-produits non-prod.

2 non-produits costs avoided $ 15,000 (Windows server Datacenter CIS) - $5000 (CIS licenses only) by Windows Server - using this model, you continue to use the SCCM and SCOM prod systems

3 non-produits costs avoided $ 15,000 - force me to stand up a separate instance of SCOM and SCCM to manage the non-prod, but can still use the centralized management interface to manage both environments

4 non-produits costs avoided $ 15,000 - force me to stand up an instance of SCOM and SCCM, managed separately for production management systems.
