How is it that there is no user option under don't manage?

The reason why this problem occurs is when I do a scan with spybot and they say I need to use the administrator account to remove items that are
are dangerous. so I'm going and check how my administrator account (which later, I know that I am), but this web site (http://kb.iu.edu/data/axbw.html) asked me to right click 'computer' under 'Start' and then 'manage' so I did but I can't find the "local users and groups" anywhere. As I discovered more and
more about that I learned that the "local users and groups" should be under computer management/system tools. However, it was no where to be seen was so
I have wrong or there at - it somehting that needs to be fixed?

It is a weakness with Spybot which has not been updated to request administrator rights.  It is best to always start by right-clicking and selecting run as administrator.  Better yet, define a shortcut so that it still works as an administrator.  (Shortcut, Advanced button)

Users and groups is available in the editions Windows 7 Professional, Ultimate, and Enterprise and is not available in editions of Windows 7 Starter, Home Basic and Home Premium edition.   You don't need it for this problem in all cases.
