How to change the graphic length setting in the preferences?

I created a 200 image animation and put executives in Premiere CS4.  When I dragged them in the timeline panel, each image is automatically 5 seconds in length.  I don't want that each image to be 1 frame in length so I went in the EDIT > PREFERENCES and changed the setting to 1 frame.  See below:

After that I clicked on OK and tried to drag an image on the timeline, he is always put to 5 seconds in length.  I also recorded the project, first closed, reopened, and it still does not work. Can someone tell me what I am doing wrong?  Is there another way to set it up so that when I drag a framework, it will be a 1 frame?

You must set the preferences before importing the stills.

It does work on the photos already imported.
