  First try a system restore to when things worked. If this fixes things, very well. If this is not the case, try to start in Safe Mode, because the normally disabled built-in Administrator account can be activated if no other administrative user is available on the system.   General recommendations for creating users in Vista:

  You absolutely don't want to have only one user account. As XP and all the other modern operating systems, Vista is a multi-user system with integrated system of accounts as default Administrator and comments. These accounts should be left alone because they are part of the structure of the operating system.

  In particular, you do not want one account user with administrative privileges on Vista because the administrator account integrated (normally only used in emergencies) is disabled by default.   In Windows 7, you cannot grant special privileges to ordinary accounts. This applies to all flavors of Windows 7.

  1. Installation/update software. Example: upgrade Adobe Acrobat Reader.
     AFAIR ordinary users are allowed to give the go-ahead for the Acrobat upgrades.
  2. Start/stop services. Example: MySQL is configured to be a service that is started manually. The user must be able to start and stop it at will.
     You will need to do so indirectly via a scheduled task. The task runs under the system account. It start or stop a service using a semaphore file that is created by the user verification.
