How to fix a frozen touchpad pointer

I have a Compaq laptop computer laptop windows 7. the touchpad pointer is frozen. The wireless mouse does not work.  The pointer works on the login page, but not when the Office opens.  I am using a guest account, I created earlier to access the computer.  How can I get the pointer to work?  Thank you.
