How to fix "access denied: Please log on with administrator privileges and try again" question

SimCity 4 worked correctly on my computer for about four years without a single problem. However, a few days without changing anything in the program, it opens any longer. The disc is spinning inside my computer, but nothing shows up except the message attached as a file of the photo above. I tried running as administrator, restart my laptop several times, change security settings, running in Windows XP, the disk cleanup compatibility mode twice, uninstalling and reinstalling three times, once the resettlement in the "Program Files" instead of the "Program Files (x 86)". I'm at a loss as to what I should do next.

I looked at the disc, and there is no visible scratches or marks. I am quite experienced with computers, including Windows 7, but I was still unable to find an independent solution.

My laptop was purchased on December 26, 2011 and is an Acer Aspire with an Intel Core. It runs Windows 7 Home Edition.

I think that my problems occurred because of a Windows Update. Note that I have not tried to use SimCity 4 since August 2015, as well, so it may have been several updates since then.
