How to format external hard drive with El Capitan

Earlier, I had disk utility application and he showed me what he can do.  After el Capitan, today, I checked the same application, but this time I couldn't find how to do a partition or format my external drive.

    activation/deactivation has no influence until the password is not removed.
    When a password encrypted partition/disk needs to be formatted, you will need to remove the password.
