How to install the language pack English on a Microsoft surface that is running Japanese Windows 8 RT?

I got a Microsoft Surface that is running Japanese Windows 8 RT. I need to change the system in English language. I downloaded English language pack (.cab file). I need to know hot to install it. Also, I can not install my dongle to the Surface. I t give an eror or something, so I can not accsess Internet to download the updated windows language pack.
I also tried dism/Online/Add-Package/PACKAGEPATH:.cab command but it didn't work. This game me an error: 87 does not know the status in line/add_packegepath
Please help me to solve this problem of tank you

If you want to change the base language of Windows RT from Japanese to English, you need to reinstall the English version of Windows RT.

    I'll help you with this problem. I suggest you follow these methods.

    Method 1: Place the computer in a clean boot State and try to install the language pack to see if there is a software conflict as the clean boot helps eliminate software conflicts.

    Note: After completing the steps in the clean boot troubleshooting, follow the article How do I reset the computer to start as usual after a clean boot troubleshooting section to start the computer to a Normal startupmode.

    Method 2: Follow the steps in the article.

  • install the language pack fails with "error code 2" in vista ultimate sp2.

    I installed sp2 for vista through the standalone version and not through windows update, because I have the Greek version of windows and I couldn't wait for sp2 to be offered on windows update to get so I got from the stand-alone version.
    but when the service pack is installed it does not remove the previous language pack, I had already installed on my pc (I thought it would be automatically deleted during the installation), and I removed it later after installation of sp2.
    and now I can not install the new language packs and updates windows offers me.

Please download the config file for 32-bit from the link given below and install it in a clean boot state.     Yes, it's unnecessarily confusing and convoluted but WYSIWYG, I'm afraid. You have that would be to buy an Anytime Upgrade from Vista Ultimate, (b) a Win7 Home Premium update (and then an Anytime Upgrade to Win7 Ultimate) or (c) a full-detail of a language version English version of any version of Win7... which will be probably much more expensive than buying a brand new computer with a version of English language of Win7 preinstalled (and good luck finding that in a French speaking country).

    I found a download link of the Pack of language and installed by running the lpkinstall command. Now it's working. Was probably easier than having to reinstall everything using the English license :-)

    Try the following steps:

    1. click on the Start button, type region and language in the search box and press ENTER.

    2. click on the tab keyboards and languages and then click Change keyboards.

    3. click on the language bar tab, deselect the hiddenoption, click apply, then select anchored in the task bar and click on apply again.

    4. click on the tab Advanced settings key , check the sequence of touch to each language and then click OK.

    As far as I know, language packs are only available through Windows Update.

    If it isn't a Win7 Ultimate or a company computer, no language packs will be available through Windows Update.
