I don't have language packs (LIP) in my optional updates from the Windows Update - how to install a language pack?

I started a thread in another forum (http://answers.microsoft.com/en-us/windows/forum/windows_vista-windows_update/i-don), but was told to start a new thread in this forum if I still need help.  I still need some help, so I'm here.  My original post was as follows:

My hard drive crashed. It was replaced and the outside company installed the OS for me. However, I'm in a French country and they had no English operating system share so installed the french operating system without telling me. I left it as it is that I had to install my other apps in a hurry. Now, I want to change the language of the OS in English without having to reinstall the operating system. The MS help Web site gives this page with instructions: http://windows.microsoft.com/en-US/windows/downloads/install-languages-with-windows-update, but I don't get the language packs when I click on "View available updates". How can I install the English language interface pack, if it is not displayed?

you have vista Home premium and the other answer correctly indicated that you can not change the display language of vista Home premium, which is what you're tryin gto

you will need to either buy a ultimate upgrade, in french, then download the English language pack, as already stated

or buy a full vista Home premium in English
