  You can't stop the Task Scheduler service; but can disable the task "optimize Start Menu Cache files" as follows:

  * Computer management > Task Scheduler Library > select "Optimize STA.." > click on 'Properties' > click the 'triggers' tab > click on the button 'modify...' > uncheck 'Active' and click on 'OK'.
