How to restore the personalization

I closed my laptop yesterday morning.  Yesterday afternoon, when I rebooted my laptop (WINDOWS 7) I had a totally different look.  Most of my desktop icons were missing, and the appearance was completely different.  It seems almost that the system started for the first time and I was asked to go through an initialization process, as if I had just bought the laptop.

I was able to use the menu START to go to C:, and then I could locate many of my data files.  But he missed most of my applications (Outlook, Office365, Quicken, etc.).  Missing my taskbar.  When I downloaded and re-installed Google Chrome, it could not find my favorite file.  All my mail is missing.

Any ideas what's past?  More importantly, any ideas on how to rebuild my environment?

Please provide us with your administrative Event Viewer logs by following these steps:
Press Win + 'R' and type eventvwr > enter
Expand custom views
Click the administrative events
Right-click Administrative events
Record all events in custom view as...
Save them to a folder where you will remember which folder and save it as Errors.evtx
Go where you saved Errors.evtx
Make a right click Errors.evtx-> send to compressed (zipped) folder of->

If you have updated to win 8.1 and you get the error message " " " the system cannot find the specified file" it is a known problem.  The work around is to change the registry.  If you are not comfortable doing this DON'T.  If you are, save the key before making
Press Win + 'R' and enter regedit

Navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WINEVT\Channels. Delete "Microsoft-Windows-DxpTaskRingtone/analytical.

    Move it to where it belongs - in your folder. If you don't know where it is so, look for using Spotlight.

    I put t really understand what the problem is here. As far as I know, the mouse settings cannot disappear so easy. In any case try to roll back OS to an earlier time using System Restore tool. Maybe this option will be there again.
