  If you use it, you can disable the device in Device Manager and he'll be dead for OS.

  It sounds like your '3modem' is a USB device.

  The message: "the USB device can perform faster if you connect it to a high speed USB 2.0 port."?  If this is the case, you have plugged into a USB 1.1 instead of a USB 2.0 port.  See http://ask-leo.com/what_does_the_usb_device_can_perform_faster_mean.html

  I recommend a level 3 Uninstall using HP Officejet Pro software and driver removal utilityof race.

  If the problem persists after running a level 3, I recommend reinstatement of Windows Installer.

  Reregister Windows install
  Click Start and run, type MSIEXEC/UNREGISTER, and then click OK.
  NOTE: even if you do it right, it might look like nothing happens but it does.
  Click Start and then click Run.
  In the run window, type MSIEXEC/REGSERVER, and then click OK.

  Then try the uninstall and install again.
