  Thank you very much for your answers. As you suggest, I went to the help/updates and found that 3 points were scored update, Manager, 13 Photoshop and first elements 13 elements. On a hunch, instead uncheck one of them, I thought I'd see what would happen to let update all 3. It took a while, but, long story short, stopped the happy Vangogh and everything seems fine.   What is happening in Mode safe? If you can install it in Mode safe mode then delete all entries in startup via msconfig as this could conflict with the program.

  If this does not work, saving all the data of your administrator account, you can delete the account and recreate it.
