  I think you have just identified the problem.  It was the CC I was trying to get.   Have just tried indesigncs6 and it seems to work.

  Please check and confirm the requirements for Dreamweaver CC 2015 is met: system requirements for Dreamweaver

  After that please check your installed programs/Applications, you must have Adobe Creative Cloud installed, launch it and sign in using your Adobe ID (email address).

  Until and unless that the creative Cloud Desktop application works well, the product will not install.

  If you do not see Adobe Creative Cloud listed under your installed programs/Applications then please download it using the following link: Download Adobe Creative Cloud apps | Adobe Creative Cloud free trial

  Once installed login with your Adobe ID (email address), then click the applications tab and click TRY for Dreamweaver install the trial version.

  clean through the use of the Adobe Creative Cloud cleaning tool to solve installation problems

  Restart your computer

  Install the desktop cc app from here, https://creative.adobe.com/products/creative-cloud

  Install your trials and subscriptions using the desktop application.
