P7-1067cb: stuck on the screen beeps HP Desktop HP Pavilion (p7-1067cb) computer

Hello. My HP desktop computer recently stopped working. When I turned on the PC, the monitor would not turn that she was unable to receive a signal from the GPU. Soon, I replaced the old video card and PSU (Gigabyte GeForce GTX 750Ti) and Cooler Master Elite 460W. The monitor on and displays blue screen of the HP with the text "press ESC for Boot Menu". He stays on this screen, until the computer product 4 long beeps and 3 beeps short and fast right after the last beep long. Then the display shows the message "Monitor going to Sleep" and continues to do so, even if the PC is still on, and the fans are still running. Here are the procedures I did to try to solve this problem.

-Removed all the dust, cleaning radiator and fans
-Replace the thermal paste on the CPU cooler
-Removal of RAM sticks and handed over to
-Installed the new power SUPPLY and GPU
-The fact that all the cables are securely connected

I've had this computer for almost 5 years now, and I've been keep clean. I would be very happy if someone could help me with this problem. Also, thanks for reading and sorry for the big wall of text.

    Literally just close the lid and open it upwards and it wouldn't boot windows. It is stuck at the screen HP saying it's diagnose my problem. Tried a soft reset and a hard reset when you remove the battery and put it again while it is unplugged. Did not help. I can't start in safe mode. I tried to do a restore which has been a success but it restarts when he says "there was a problem, restart your PC. I'm frustrated and reset a factory and the same factory reset was successful and was when he came back to 8.1 because it's the OS, I bought it with but then it still wouldn't let me in windows. I was going to try and start to repair, but if I had known this would require an administrator I'd never have done the factory reset. I know I've been reckless, but I just wanted to work.     I read your post you need to grab your laptop and wanted to help - but we need more information.

    You said that your laptop came originally with Win10, but then later, you said you tried to go back to Win8.1, you can then said, it's the original OS.

    So, who was the original - Win8.1 or Win10?

    I have a R500 that one of my users has me just. It is stuck on the screen of the POST (ThinkPad splash) and does not respond to any keys pressed. I tried holding down the blue button "ThinkVantage" while turning on and still no response.

    I don't know what you see for the arrow. I installed the Weather Channel widget and find the normal buttons, including relatives, gadget drag more big size, Options.     I have a computer for no reason while not using it decides to lock and stuck on the screen "computer lock you."

    I already have several times, power options changes since I work in a corporate environment all the machines are defined with the same question. All the computer we have, this is the 1st time that this issue has already shown. Do not know what could be causing the computer to be lock up on this screen.

    The computer in question are pushed constantly updated and have all the updates of the system. It is a desktop Lenovo M93p 8 GB if ram and a 256 GB SSD running off a Core i7. A reboot clears the problem for a while, but do not recur.

    Event logs see the errors for Schannel, application of group policy management and a problem of Netlogon. Not sure if they are related to the issue.

    Yes, the power is 300 watts. Minimum 400 watts are for full power to retail graphics cards. The map provided by HP was custom designed to meet the requirements of power weaker and is is not the same as a retail card. HP has traditionally used Bestec and Lite-on original UPE.
