  If the phone was jailbroken in the past, put it in recovery mode and hoping the firmware can be installed again are just what you can do. If this is not the case, have it checked by Apple would be the next step. But if they find that the phone was jailbroken, they will not serve the device.

  There is no possible way to turn it off without having to contact the original owner. Nothing whatsoever.

  This is why you should always check if find my iPhone is not activated on a used phone.
