I bought a used laptop with a version of Win7 OEM and license will not authenticate.

Hi, I believe that the seller must have used a version of Win7 OEM upgrade but wiped the original OS from the laptop.  I've been going round in circles with the supplier for weeks now nothing does.  They want to send back me the phone so that they can "Watch".
