    After reading through all the same problems here, I found a post that mentions a WD drive disc that I put in after the failure of my Toshiba HD.   I followed the link that took me to a page of HP but I installed the Intel Rapid Storage Technology driver (IRRT) via the provided download link and hop, from this moment, things seem to be fixed.

I already turned off all controllers usb, video card, sound card, network card and still no luck, also on the safe mode, the custom of the computer turns off. I also ran msconfig and disabled all the startup programs, services, and still no luck. I uninstalled all updates of windows too and still have the same problem, any help, I'll take thank you.

    Don't ask me how or why, but the Microsoft shield icon to install update has disappeared from the taskbar in this morning.  I turned off the computer/on several times yesterday thinking that he could solve the problem - it did it not.  As always, I disabled the system before going to bed last night.  Unsurprisingly, I thought, the shield icon install was still there this morning when I turned it on.  The icon, however, disappeared on its own about 30 seconds after starting.  Why I'm not sure.  In any case, I think that this issue is resolved for now.

    First of all, you are mistaken when you say that the PC does not start.

    This is clearly starting. The problem comes from Windows, not with the real PC. It's actually a very important distinction!

    There are methods to repair Windows, but they can be a bit tedious. By all means, follow the advice given here to do if you're so inclined.

    If you would not rather to repair Windows (and I think it's interesting a try) or your repair attempts are unsuccessful, apparently, you would need to use an external optical disc drive and follow the instructions here:

    I understand that you are facing the question with the defragmentation as it gets stuck at 1%, the mouse is also unstable. Let us perform the following troubleshooting steps and check if this is useful:

    Important note: Disconnect all external devices except the mouse and keyboard and then try to run the defragmentation.

    Method 1: Run SFC / Scannow.

    The sfc/scannow command. analyzes all protected system files and replaces incorrect versions with appropriate Microsoft versions.

    Scan the file system (CFS) auditor. Follow these steps:
