I can't access all the programs of my homepage. I'm desperate for help

When I click on any of the icons on my screen flash they open for a split second and then a new box will open that says view down the Internet Explorer window loads. Under the heading is a subtitle which reads view and track down loads to the right of this is a search engine. In the window at the top box are three headings name place and Action. Under the name shows the name of he progam / file, I tried to open. Under location, it says do you want ot save to open this file. Under Action, it gives me the option to open the flie to save the file. When I click on open it opens a double. When I click on save, I have three options open; Opened as; Open and save, when I click on open as he opened another box and then when I click on open and save, it creates another line under the headings name, location, and Action only now, under location it reads downloads that when I click on open a directory with all the downloads that I did.

Also, when I start my computer all the icon on the screen have the Internet Explorer logo and not the program real icons.

This is driving me crazy I tried to solve this problem for three days without success please help me before I take a baseball bat to my computer.
