I don't have a toolbar on the top of my screen? I have downloaded firefox, it says that I downloaded, but I can't bring it?

If you do not see the Firefox tab, you can simply go to Tools > Options > Sync to implement our sync account. The Firefox button can be activated by going on view > toolbars and activation of the menu bar. You don't have to use the menu of Firefox, it's a personal preference.

The shell Firefox for iOS devices requires at least iOS 8.2 minimum. For the feature you need iOS 9.0 of private and most recent navigation.
Mozilla is making use of modern API that is available on the new versions of iOS.
