I can't network 2 pc XP Pro in the same working group

I just did a hard reinstall XP Pro on 2 computers.  PC has a file that is implemented under the shared name.  PC B requires access to A PC, but I do not see PC from PC B.  I see other computers via the network, but not this one.  Which can block this network connection?  I have Symantec Endpoint on PC B and disabled any blocking command he had.  I have Win fix Essentials on PC has and cannot find all the commands block.

The message I get on PC B when I go in run and try to locate there: the path is not found, or I couldn't have the permissions.  The two pc is set for administrator privileges.  I tried to access the PC from one different computer (other than PC B) too, but I got the same message.

Make sure that the software firewall on each computer allows free local traffic. If you use 3rd party Firewall on, Vista/XP Firewall Native should be disabled, and the active firewall has adjusted to your network numbers IP on what is sometimes called the Zone of confidence (see part 3 firewall instructions

Please Note that some 3rd party software firewall continue to block aspects of the Local traffic even it they are turned off (disabled). If possible, configure the firewall correctly or completely uninstall to allow a clean flow of local network traffic. If the 3rd party software is uninstalled or disabled, make sure that Windows native Firewall is on.
