I can't open administrative tools in Control Panel

When I try to open administrative tools in the Control Panel, it will not be open upwards. On the left side, all that shows is libraries, computing and network

Try accessing the "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative of Directors'

If this folder is empty then some how they had been removed. You will have to redo the links or to obtain a copy to put.

In the above case, you can redo the links by right click New-> shortcut in the folder above and enter the following command.

It will ask you for the track first, and name. I have listed these below as path then a bunch of places and the name of each. There is an icon for each, but they are not all in the target path so that some have icons, windows developers intended.

    I'm sorry but you did not just provide more information other than say in effect "it's broken". I can't possibly guess what is happening with your computer based on what you wrote. Probably the best course of action would be for you to take it to a qualified computer technician (it won't be a type BigComputerStore/GeekSquad of the place). Otherwise:

    The first Question of troubleshooting: If the problem is new, what has changed between the time things worked and the time they do not have?

    The second issue of Windows troubleshooting: what is the status of virus/malware of the machine? If you think it's clean, what programs (and versions) allows you to determine this?

  • Icons disappear and tools/system control panels does not open.

    I have vista running on my laptop (not sure what version because I can't open anything).  Yesterday my icons disappeared and I can't open anything in the control panel or the system tools.  An update installed yesterday, but I don't know what it was.  It is relatively a new laptop.  I just bought this one when my old laptop (also Vista) did the same thing.  I tried the system restore, but I can't open that either.  I'm quite proficient with computers then give me your suggestions - advanced or not.

    If you cannot use the system restore, try this disk to use system restore.

    Download the ISO on the link provided and make a record of repair time it starts.

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.

    When you have changed that, insert the Bootable disk you did in the drive and reboot.

    Remove the Vista updates; two ways to do this:

    1. a System Restore to before the updates:

    Click Start > programs > Accessories > system tools > System Restore > restore time/choose your own date > next

    If you use Norton, disable it before using the system restore.

    If it is impossible to enter the Normal Mode, do a Safe Mode system restore:

    Press F8 at the startup/power and the list of startup options, use THE ARROW key to select Safe mode > and then press ENTER.

    Some PDFs (dynamic XFA forms) created in Adobe LiveCycle can be opened in Adobe Reader and Adobe Acrobat. When you try to open these files in an alternative PDF reader, then you will see this error message.

    Unfortunately, it is not easy to remove this message and change the PDF file so that it can be opened in the alternative PDF viewers. The person who created the original form must recreate the shape using the options that do not restrict viewers PDF can open and view the file.

    Adobe has made the decision that since very few non-Adobe products are supported on these PDF files special, it is best to show this message - and require the user to download Adobe Reader or Adobe Acrobat - that is to let the PDF Viewer try to view the document.     2. must arrive with a particular DVD or all of them?
    3. do you have a DVD decoder installed on your computer?
    4. you use starter edition of windows 7?
    5. What is the resolution on your computer?

    If you have installed a codec on your computer the I suggest you to uninstall the codec.

    Try to reduce the hardware acceleration again and check if it makes a difference.
     
    a. open the screen resolution by clicking the Start button, Control Panel, and then, under appearance and personalization, click on adjust the screen resolution.
    b. click on advanced settings, troubleshoot tab and then click on change settings.
    c. move the hardware acceleration slider toward none to reduce or turn off video hardware acceleration.
    d. click OK and then click Restart now.

  • Error in mmcbase. DLL when opening administrative tools

    I get the following error message when you try to start a number of administrative tools: -.

    "The procedure entry point? PickIconDlg@@YGHPAUHWND__@@PAGIPAH@Z could not be located in the dynamic link library mmcbase. "DLL"

    Title of the message box is "mmc.exe - Entry Point not found".

    What can I do to fix this?

    If there is a problem downloading, let me know because I'm not too sure about this thing of SkyDrive yet.  It appears, it will warn you about a risk when downloading executables, but you can trust me...

    You need to replace c:\windows\system32\mmc.exe

    Make a copy of your current mmc.exe file somewhere a course, just in case you need to put it back.  If something went wrong with your SP3 update, you have still some other discoveries later.

    It's no surprise that run sfc/scannow was no difference because sfc/scannow concerns only on files in this folder:

    %SystemRoot%\System32\Dllcache

    Running sfc/scannow is a waste of time for system problems (unless you want to check your dllcache folder) as it will not update/replace any file (s) in another system folder (this is why I will never even move for the problems of the system).

    Let's see how it works.

    I was doing a reformat on my computer and accidentally ticked the wrong box.  I can't get the sidebar that gives you options as to what you want to do.

    I think the following will return the "sidebar":

    1. Start button

    2. click on Control Panel

    3. click on Folder Options

    4. on the general tab, under section tasks, click "show common tasks in folders".

    5. click on OK

    Also, try to create another user account and see if it opens.

    All the problems you describe are problems that could occur if the user that you are connected without administrator privileges.  The quick check of administrator privileges must right click on the button 'start '.  If "Open All Users" is one of the choices that appear, then you have administrator privilege.  Otherwise, you must connect to your machine like the built-in 'administrator' or a user in the group "Administrators".

    Assuming that you have administrator privileges, things get more complicated.  User rights can be granted or denied to any user - even administrators - by group policy.  If you are an administrator and you have XP Pro, then you might be able to check or change the user rights by using the Group Policy Editor (from-> Run-> "gpedit.msc").  Search in the:

    Computer configuration-> Windows settings-> security settings-> local policies-> user rights

    path.  One of these user rights is "Change the System Time".  If your XP Pro machine was never part of a domain, I would consider also running a program anti-malware on your system.

    If you have XP Home Edition, you don't have the Group Policy Editor.  You will need to check / adjust / modify your user rights by using the command line program "NTRights" provided with the Resource Kit.  Problems like that with XP Home would raise my suspicions that you have a malware infestation.
