I downloaded the installation of creative cloud application, but whenever I try to open it, it does not start. What should I do?

I tried to download setup several times and whenever I click on the program icon, the loading wheel appears and turns for a few seconds, and then nothing happens. My computer is a Dell Inspiron 5000 with Windows 10.
