  You can go to the control panel-->---> services--> and loook for the administration tools (for example the oracleServiceORCL and the like if everything) and for the listener something like this OracleOraDb10g_home1TNSListener. You can always delete old listner using netcca. You can see under (for example C:\Oracle\product\10.2.0\admin\orcl\bdump\alert... Log in to the file of the error messages or post here the last 20 lines of alert.log.
