I have a 1062 q chassis that runs 15 deg Celsius warmer than another chassis in the same system

I have two 1062 q rack-mounted chassis and a running 10-15 degrees hotter than the other.  I all the filler panels and have removed the chassis on the grid for the outdoors.  I still see a difference in important temperature even when the chassis is open air.  No code works and that the system is just turned on.  I use system monitor OR gather temperatures for admission.  The normal chassis has all the slots filled with modules.  Abnormal frame has 3 open slots that are covered with panels of filling.  I have cleaned the filter, checked the operation of the fan, and the fan speed is and has always been the HIGH value.  Has anyone seen this problem before?  The power supply into the chassis begins to fail?

The culprit seems to have been a fine layer of dust accumulation in the sector of fan photographs where the sensor is located.  I removed and cleaned the filters, but has decided to remove the power module and check its status.  Until I reinstalled it, I rubbed the area with alcohol and removed a small accumulation.  Then I reinstalled the chassis in the rack and left the grid power off for 5 days in order to get all of the chassis at room temperature.  I then powered the rack and run a RF TX/RX program for 6 days.  Both chassis have maintained a constant temperature during 6 days.  Our previous service interval was 90 days, but I have reduced that to 30 days, because our work environment is very dusty.
