I have windows vista. Is it possible that it sends a signal that prevents me to connect after a stop down?

I thought that the problem of that opening session, I had was caused by updates.  But the other day, after "Restore Windows", I still had a problem.  I wonder if this is caused by Vista.  My s iconnection Verizon Fios internet and it checked the router and said I had a stong signal. Yet the "problem diagnose" appearing from internet explore, is that the signal from the router is low.  This makes sense?

You have not said if the computer connect wired or wireless?

Have you checked the power settings in the control panel
