  It is possible that you downloaded the demo of creative cloud of Lightroom. The perpetual license key will not work. Uninstall the version on the second computer, it doesn't bother your catalog, preferences and personal files.

  When you try to open an attachment or a link, I get a sign pop up "Application not found".  If I leave my web site providers (Comcast), I open the attachments and links very well.

Default programs | Associate a file type or Protocol with a program and a page down to the HTTP and HTTPS protocols, and set IE as default.
