I inserted a shape on a layer and it appears transparent, but it is 100%. Can anyone help?

I downloaded a template with forms already built in and went to insert a logo on the cover page. Oddly, the circle seems to be transparent, even if it's in the upper layer and 100% opacity. I feel that the answer should be obvious, but I'm completely stumped. Is simply model a failure?
