I'm an admin, but I do not have full administrator permissions?

Recently, I deleted an administrator account on my computer and got an admin instead, due to the fact that I am the only user now. I keep trying to download something for a game in the Program Files folder, but when I try, it says that I need permission of the administrator. I also tried to make no read-only files, and I got the same thing in General. I needed the administrator permission to continue. It only gives me a place to put a password. The first message tells me that I need an admin approval and apply. The second problem (replacing the files read-only) tells me that I need admin permission to continue, then allows me to continue anyway but doesn't really change the files. I'M AN ADMIN! Is there a way to fix this? (This problem also happening before I deleted the account admin original.)

You can try to fix it with Safe Mode - repeatedly press F8 as you bootup. The ADMIN account in trunk
Mode has no default password (unless someone has changed the password so it should be available).

To make another account with your same password - ADMIN upgrade - REBOOT (do not only closing session) and
connect that account - you can download to use it? (make two ADMIN accounts - one in case you
to migrate to it and another to test and difficulty).

Back to ADMIN - repeat several times - descent - go downstairs - raise - repeat. This helps to clean
