Go to your control panel and remove it by using Add/Remove programs or... If you use Windows 7 (since you did not provide the details, go to programs and features, highlight it and select uninstall.

    And try this step:

    1. Save the Windows Installer Cleanup Utility package on your computer

    2. right click on the Windows Installer Cleanup Utility and run as administrator

    3. follow you prompt in the installation wizard

    I understand that after you upgrade to El Capitan yesterday, you see a badge notification for FaceTime and you want to get rid of it.  If you open system preferences > Notifications on your MacBook Air and then scroll to the bottom and select FaceTime, you can disable the feature icon App Badge.
