I run Windows 7 and all of a sudden, I lost the ability to make a new folder. That's happened? I'm pretty sure that the problem is in the registry and probably happened when I uninstalled a program. How can I fix it?

You have installed chrome? It's looking like a recent update of chromium may be the cause. Here are two patches.
