  The CC2015 is an update which should cover your membership - it shouldn't cost anything, other than the already paid subscription fees.  It could be in error which indicates that you can buy.

  After a lot of head banging and research, I came to this page: Troubleshooting download and install questions that suggested that the problem was perhaps with Adobe Application Manager (AAM) and that I should turn it off.
