ICloud download duplicates if she tries to download a backup library on a new computer?

General information

I am running OS X El Capitan on my MacBook Pro. My current setup, I have the Photos.app using a library of Photos on an external HARD drive. The photo library is 136 GB and is synchronized with iCloud library where I have 200 b of storage.

I reinstalled OS X, formatting the SSD and got all my apps resettled. Then I tried to keep my library of Photos on my internal flash SSD instead of the external HARD disk drive permanently. I copied my library of Photos on the SSD, maintained key Option and selected my GB 136 Photos library as the library of Photos.app.  I went into Preferences and then set this as my default system for the pictures library.

The question

When I opened my preferences of library 136 GB in Photos.app the iCloud library option is not checked. When I checked, he warned me that I don't have enough storage in iCloud to accommodate 136 b pictures. I got 84 GB remaining. He asked me to upgrade my 1 TB storage plan. It's not like he's smart enough to understand that the library I've got, the 136 GB of photos & videos, is same Go 136 of photos & videos that he seeks to online.

When I say just Photos.app continue to use my 200 GB storage plan, he complains that it will not be able to fit all these photos on iCloud. It will re - download all the pictures in my library? Is this enough smart to analyze any libraries (Commons and iCloud) and determine these already exist in iCloud and therefore do not need to be downloaded? I guess it would be, and in the end, I'll have my library connected to iCloud and two places containing 136 GB of data. The way in which their dialogue to explain it but won't let me not confident in this respect. The current situation shows that it downloads again everything that makes me concerned about potential duplicates.

My ISP limit myself to 250 GB a month of bandwidth, so re - download the library consumes half of our data for the month. I really want to start using the library, I had already downloaded before formatting and reinstalling OS X.

Pictures downloads the complete library again at the slightest provocation.  For example, if you repair your photo library, it will download all the photos again, but it is to check in iCloud duplicates and will keep only one copy of identical pictures. But even once will take to download usually as long as the initial download, it may take even more time because of the correspondence with the photos in iCloud.

What you could do instead was to create an empty photo library on the internal disk, enable this as the library of the system and your iCloud current photo library and wait for the pictures to download from iCloud. It will be faster to download again. The only downside would be that the thumbnails of faces are not stored in iCloud, tags searchable faces, so you should recreate the faces. It will be faster than the initial allocation of the faces, but still a lot of work.
