If I delete photos from my phone or my iPad to release a local storage capability, be they always saved on iCloud?

I need to free up some capacity of storage on my devices, but I don't want the photos to remove from my iCloud. I have a lot of storage on my storage on my iCloud.

If you have iCloud lit library then any photo that you remove a device is deleted to iCloud and all other devices that are connected to this library to iCloud. The more you can do to reduce storage required on a device is to activate settings > iCloud > Photos > optimize storage.
