If I have windows vista on a computer, can I turn it off, buy a new one and get the upgrade to windows 7 on the computer?

I have windows vista (32-bit), so if I sell it for scrap, but keep the license, buy a new computer, install windows 7 (64-bit) by using the upgrade to windows? When I say upgrade I'm talking about the updated version of windows Home premium, i.e. There is a full and then there is the upgrade (only for those who have vista or xp). I'm not worried about any problem of hardware, or drivers or any other problem, just strictly issues of software operating system (between the license). Please just say yes or no and explain if necissary. Thank you.
