  Have you tried to access in your browser as number for iCloud iCloud.com?  If they appear there, you can try to download (via the 'Tool' icon).

  Solution for Windows 8.1: Find the C:\Users\USER\AppData\Local\Adobe\OOBE folder.  Journal of creative cloud and end the Task Manager to task for creative cloud.  Starting of the OOBE folder, delete all THE files.  Do not delete the files (com.adobe.accc.apps & com.adobe.accc.home).  When you're done, restart creative cloud and journal ID and password.
