I had a subscription to a plan for photographers. The previous month, the payment could be made. Now I want to continue, but I can't do it.

I have a problem with the game of Crossy Road and an in-app purchase. But I think the problem is iOS associated rather than the application itself, let me explain:
I bought 'Piggy bank' last week, which is a character in-app purchase. I can't select the character in the game, so the purchase was not performed correctly, but I have a receipt of iTunes confirming the purchase. When I click on the character and try to buy again, I get the error message: "failure-can't buy the figurine at the moment."
I contacted the support of Crossy road using the contact information on their page (http://www.crossyroad.com/support.html). I sent both times, and they have not responded. The application has a feature to 'Restore order' but it does not work.
I shopped on the internet and have found a useful thread on this forum here:
The thread suggests that the problem is related to a file of SQLite database internal iOS uses to track interactions of newspaper with the App Store and downloads of. I've done almost everything which suggested there including connection/out of iTunes, hard reboot, "Reset iTunes Store alert messages", I even went so far as to my backup phone then reset and do a restore full. Nothing works.
The only thing I have not done is to remove the database itself and this is because (a) the necessary tool to remove the database costs $35, and (b) the last post on the thread warns that this no longer works.
Finally, on what may be a related basis, the application is the only application that does not appear in my iTunes library on my PC. I tried the option "Transfer purchases from iPhone" in iTunes (windows) combined program with synchronization, logging in and out etc and I get nothing.
Anyone could offer help please?

Well, this can be linked, and it sounds like it deserves attention.
You bought the app using an Apple ID different than usual? You have a family sharing together upwards or something which can restrict the in-app purchases? Your PC running iTunes 12.3.1 or later (if we can communicate to iOS 9)?

For tax reasons, it is not possible to change the country associated with an existing Adobe ID.
To work around the problem, you can create a new Adobe ID to the e-mail address associated with your current Adobe ID.

It may be Windows or Mac as Adobe CC is platform independent.
