Impossible to open a port on Windows 7

I have a mobile application that needs me to open the port 23424 on my system. I forward the port in my router and helped him. Then, I opened the port in the Windows Firewall. The app would not work. I put my system in DMZ, still no connection. I then unplugged the two firewalls, and again, I could not access the port.

I checked on www.canyouseeme.org. and it reports "error: I could not see your service to the 76.xxx.xxx.xx on the port (23424) reason: Connection Refused" I then tried a new router, open port, the same thing. I can't understand what is blocking or refuses the connection. No matter what I do, something is obstacle in this regard.

I have Time Warner cable and talked with them and we checked that their router is not active and acting as a bridge to my router. All other services are working properly, I can't just open this port.

I use Windows 7 Home Premium, Microsoft Security Essentials antivirus software and a router Belkin N750.

You only need to run a firewall and not more than one firewall on your computer...

PortQry message means that your problem probably is on the router, since you can connect with PortQry to this port from another PC on your LAN.

I would check with the router manufacturers support site to help port forwarding...

    I tried specifically to open a port for RDP (3389) and I have it configured correctly, including router - for the transfer, but the port is still invisible.

    I used online resources to check that everything is as it should be with parameters and compared the parameters of this dialog with others in my network and they are all identical (as far as I know), yet always the port is invisible from the outside.
    No other ports are visible when open, and I tried with firewall off and no anti virus.
    What could be the challenge with the ports of this box?

    It happens more often because the firewall blocks the program and to allow that program to communicate through the firewall, you can usually do that by selecting the program on the Exceptions tab in Windows Firewall.

    Check the status of the modem in Device Manager. You don't see any yellow exclamation?

    Try to start the test on the modem within the operating system.
    Check the operation of the Modem under
    Start-> Control Panel-> phone and Modem Options-> Modems tab-> properties-> Diagnostics
    by pressing the 'button interrogate Modem.

    If the information window about the Modem contains a list of COMMANDS (including ATI2, ATI3, ATI4 etc.), then the modem is installed correctly. The ATI5 command ends with the number for the parameters selected regional (for example Germany = 06).
    To change the regional setting please use the Toshiba Internal Modem region Select utility.
