Impossible to permanently erase the IOS 9.3.2 email

I have an iPad 2 Air running IOS 9.3.2.

I tried to delete the emails using: all Edit/Inbox/Trash, then goes: Trash/edit/delete all.  It seems that the almost 7 000 e-mails (the first time I tried this in June I had only 1 800 emails) disappear, BUT if I must turn off iPad and restart all the emails back.

In addition, every time I do my use of storage don't get down.  I just tired of this method to prove it wasn't a fluke and the use of storage by post went from 1.4 GB to 1.8 GB.

Another question I have is that if I do not delete and do not turn off the iPad, Mail will download all my emails again.

Any thoughts on how to solve this problem?  If not, is there a way I can remove the MAIL from my iPad?

What kind of email account you use IMAP, POP? If IMAP, you have a web access to the account you want to delete the mail via web access? If POP, you can delete the account? If the mail is still on the mail POP server, unfortunately, it would download it again when you add the account back. Whatever it is, the answer to the first question is important to continue.

    Secure erase is not necessary if you use FileVault to encrypt the drive. In addition, do not use any fix erase secure on an SSD.
