  No driver is required to install Windows Vista or Windows 7 on a HP Elite 8200 desktop computer business.

  One quick thing to check:

  Check that the packages are set to 'Active' in UR.  By default, UR will mark packages as 'Test' and SU/Thin not report Test packages.  Unless you changed that, that's the problem.

  Alternatively, the first versions of UR 3.0 had a bug where travel (mt/os/lang) would not correctly linked to updates if the TRIPS Agreement have been added after the initial Setup.  From a functional point of view, this means that if you had a repository with the agreement on TRIPS and updates already, then added 8811 and taken from updates, these updates may only link to the TRIPS Agreement correctly, which would also prevent them from being seen by Thin.  End March of UR publication (build 16, I think that (3.00.0016)) corrected that.
