  When you use a Dell OEM media on a Dell computer, it checks the BIOS to make sure that it is install on a Dell computer, then it will be activated automatically, using a generic OEM key.  As long as you have the sticker COST/License/Product Key, you have the right to run Windows on this computer.  That's pretty standard for OEM systems.

  System properties still shows a 'code', not the actual key.  You can use Magic Jelly Bean to retrieve the key used to activate Windows, but the key, that he will return does not match your COA and cannot be used for manual activation.

  Sorry to disappoint, but according to the terms of the license, a new motherboard is a new computer. The OEM of Windows version you have currently is linked to your existing motherboard. The only way you could 'reuse' it would be if you took the existing motherboard and built a new system around this motherboard and processor.
