  It sounds like you are not booting from the disc but on the hard drive.  To access the options of environmental recovery and the installation option (this is a clean install, made that way you will lose everything on your hard drive, including your data), you will need to boot the disk.  You may need to change the BIOS to do first the CD drive in the boot sequence to boot from the CD.  To do this, hold the screen that tells you the key F to push to enter the menu start or start of installation.  Push it quickly. Make the changes, save your work and exit.  Put the CD in the drive and reboot.  When you are prompted, press any key to boot from the CD.  You're not actually getting Windows - it will not appear until the drive is running.

  I hope this helps.  If you would help as trying to fix the problem instead of simply to do a clean install, all you need to do is ask.

  BTW, you can use Knoppix http://www.knopper.net/knoppix/index-en.html with a good ISO as Copier: http://isorecorder.alexfeinman.com/isorecorder.htm as well as a blank CD.  Boot the disk.  This should give you enough access to the system (if you do not have any other means) to backup your important data (if you have a place to put it).

• __Upgrading for Vista Ultimate - Dell Inspiron 1420 can't restart and not sound

  I just upgraded from Vista Home to Vista Ultmate and my Dell Inspiron reboot correctly... remember to come by saying she does not restart... gives me a lot of options (safe mode,..., normally).  The only way to get it to start is to force a complete power down (holding the button power for 10 seconds) and then try to restart about 3 or 4 times.  Very weird.

• New installation-Vista is slow, lock up and "not responding".

  I performed a clean installation of Vista Ultimate 64 bit on a new disk of Wetern Digital 1 TB (64 MB cache 5400 RPM), new card gigabyte, 12 GB of DDR3 memory, graphics card GeForce 9800 GT with 1 GB on board and Intel Core i7 930 processor.   It looks like a hardware or driver problem (but you say that you have checked that everything is compatible and all drivers are up-to-date and the manufacturer) or you have installed a software that is not compatible with this version of Vista and the software is causing the problem.  He's not the kind of problem that can be caused by a faulty drive (but it's also remotely possible).

  After 2 facilities and the same problems, I'd probably take system to a repair facility of computer with a good reputation for service.

  Uninstall the driver AND remove it in the process (for me it's click right on the BT device in devices and printers, properties, advanced, change settings, uninstall, check the box "delete also").

  Windows XP has become slow or not responding more frequently because I downloaded from the Garmin site. I deleted the download of Garmin, but there was another program that downloaded (something net?) at the same time that Garmin cannot name so I could remove.   Well, I have isolated the problem and solved. I feel like a fool. It was not the disk drive. It was driver software installed for a tablet PC at the same time.   I'm having a similar problem with macOS Sierra which I didn't have with El Capitan.  I can possibly move the cursor on the power button and turn off (no), but I must be patient because the keyboard and trackpad are only for a fraction of a second, which only allows me to move the mouse slightly.  After he stop and start back up, everything is perfect until I tried another reboot, and then I'm back to the beginning.
