I try to install iOS9.3 but the phone says I am not connected to the internet. My internet and wifi is on and running, what should I do?

I see that you get an installation error when installing iOS 9.3 OTA. I suggest that you try following the steps below to download the latest version of the update:
If you have downloaded iOS 9.3, but you can not install it, you will need to download the update again. First of all, remove the update of your device:
- Go to settings > general > storage & use of iCloud. Under storage, click on storage management.
- Find iOS 9.3 in the list of applications.
- Press on iOS 9.3, then remove the update.
Now you can go to settings > general > software update and download the latest iOS update.

By updating my IPad IOS 9.3 Air, the following message appears: "unable to verify the update. 9.3 IOS doesn't have a verification because you are no longer connected to the Internet. New attempt remind Me later. " See the image below.
Note that while I am able to get the email, do some research on the Internet, etc., that the update itself seems to be the culprit the disconnection of Internet while performing the check. I closed all applications and even rebooted the IPad and then tried to run the update, but still get the same message. Any other suggestions?

Go to settings > general > storage & use iCloud > manage storage (the first) > and if there is an update, delete it. Then go to settings > general > Software Update and try again.
If that doesn't work, try updating through iTunes on your computer.

I guess these are files from your previous installation. Take possession of them.
A. check the permissions of the file or folder the file is saved in and appropriated:
1. right click on the file or folder and then click Properties.
2. click on the Security tab.
3. under group or user names, click your name to see the permissions you have.To open a file, you must have the read permission. For more information about permissions, see what are permissions?
To take ownership of a folder:
1 right click on the folder you want to take control and then click Properties.
2. click on the Security tab, click Advanced, and then click the owner tab.
3. click on modify. Need administrator permission if you are prompted for an administrator password or a confirmation, type the password or provide confirmation.
4. click on the name of the person you want to give to the property.
5. If you want this person to be the owner of the files and subfolders in this folder, select the Replace owner of subcontainers and objects to check.

Click on the folder and change your permissions for it and all subfolders and files all rights and if necessary take hand the case (and maybe the parent folder or even its parent - and all of the subfolders and files) until you have the permission you need.
